The Pacific Safety Center (PSC) proudly continues its commitment to child passenger safety through the Keep 'Em Safe (KES) program. Awarded the KES grant for 15 years, PSC will distribute over 900 no-cost child car seats to low/median-income and refugee families from October 1, 2023, to September 30, 2024. Additionally, PSC will offer ongoing hybrid child passenger safety education classes and aims to host at least 60 check-up/distribution events.
These sessions equip attendees with skills to conduct safety assessments, properly install child passenger safety seats, and ensure safe transportation for children in motor vehicles. The Keep 'Em Safe car seat program provides free car seats and education to eligible families, addressing the critical need for proper child passenger safety measures and awareness of SB 255 (Kaithlyn's Law), particularly among low-income households. Committed to serving families across San Diego County, PSC offers bilingual support and culturally sensitive education, partnering with local agencies and organizations to reach underserved populations. PSC continues to support community safety through its partnership with the KES program and a grant from the California Office of Traffic Safety.
Our office hours are Monday through Thursday from 7:30 a.m. to 4:30 p.m., with KES services available on Fridays, Saturdays, and occasionally Sundays.

About Our Keep 'em Safe Program
The Pacific Safety Center (PSC) was awarded the Keep ‘Em Safe (KES) grant for the ten year in a row. During this current grant cycle (October 1, 2020 to September 30, 2021), PSC will be distributing over 500 no-cost child car seats to low/median-income and refugee families. New this year, the KES program will be able to provide child passenger restraints for Native American and military families. PSC will also hold 60 child passenger restraint system and proper seatbelt usage education classes and 30 check-up/distribution events. Classes are held in English, Spanish and Arabic.
PSC will conduct eight (8) 4-hour child passenger safety education classes for community members; Social Workers, Public Health Nurses, Community Outreach Workers, and Public Safety Workers, providing them with the skills to conduct safety assessments, properly install child passenger safety seats, and safely transport children in a motor vehicle. The goal of the campaign remains the same as in previous years – to increase the proper use of child passenger safety seats and seat belt usage by families; provide safety presentations that include education on the proper installation and use of a child passenger restraint system for children of all ages; air bag safety; the dangers of leaving children alone in the car, and awareness of SB 255 (Kaitlyn’s Law).
Since October 2009, the first year of the KES program, we have- distributed and installed over 18,000 child passenger restraints and booster seats at no-cost; conducted over 1200 education classes; and educated over 18,500 parents/guardians on child passenger safety and awareness of SB 255 (Kaitlyn’s Law).
PSC continues its support of safety in the community with our partnership in the KES program and a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

Please have the following documents ready before registering:
- Photo Identification for Parents and/or legal guardians (such as Driver’s License, DMV issued ID, passport, military ID, etc.)
- Proof of Low or Median Income status (such as paystubs, EBT card, WIC folder, or any government assistance documentation)
- Proof of Relationship (such as child’s birth certificate, tax form, case file, etc.) for each child that will be receiving a car seat.
